Il définit le cadre de conception et de mise en oeuvre du Système de Management Environnemental (SME) du maître d'ouvrage pour une ou plusieurs applications. Il a pour objectif de guider l'application de la norme ISO 14001 au secteur du bâtiment en définissant des lignes directrices pour l'utilisation de cette norme internationale dans le cadre d'une démarche de qualité environnementale des bâtiments telle que la démarche HQE.
