Il a été élaboré en reconnaissant pleinement la nécessité de surveiller les jeunes enfants ainsi que les enfants présentant moins d'aptitudes ou moins d'habileté. Il est applicable aux équipements d'aires de jeux destinés à être utilisés de manière individuelle et collective par des enfants, les terrains d'aventure étant exclus. Il spécifie les exigences qui protégeront l'enfant des risques dont il peut ne pas être conscient lorsqu'il utilise l'équipement comme prévu ou d'une manière raisonnablement prévisible.
