Il répond au mandat M/475 demandant l'élaboration d'un ensemble de spécifications de qualité pour le biométhane à utiliser comme carburant pour les moteurs de véhicules et à injecter dans les canalisations de gaz naturel (réseaux) . Il vient en appui de la Directive 2009/28/CE relative à la promotion de l'utilisation de l'énergie à partir de sources renouvelables.
