Il constitue une spécification complète des couches inférieures pour un réseau par satellite en étoile transparent, un réseau par satellite en superposition de maille transparente et un réseau par satellite en remultiplexage régénératif. Les composants exigés pour un réseau par satellite doté d’un système TRANSEC sont également inclus.
