Cette norme décrit le Modèle de référence pour l'interconnexion de systèmes ouverts. Elle définit un cadre pour la coordination et l'élaboration des normes d'interconnexion de systèmes, existantes ou futures, auxquelles elle est destinée à servir de référence. Elle contient une introduction à l'interconnexion de systèmes ouverts, les concepts de base d'une architecture structurée en couches ainsi que la description des 7 couches de l'OSI. L'additif 1 répond aux besoins spécifiques de certaines applications et de technologies de réseau dont la nature est fondamentalement sans connexion.
