Il aborde les problèmes de qualité de l'air liés à l'ensemble des locaux fixes (stations, gares, aérogares) et des moyens de transports collectifs (trains, métropolitains, auto-bus, autocars, etc.) , à l'exception du transport aérien, maritime et fluvial. Ne sont pas inclus les établissements commerciaux ou artisanaux dont l'implantation dans lesdits locaux peut influer sur la qualité de l'air par leur activité propre. Ils doivent être mentionnés dans le rapport d'enquête.
