Le présent document décrit les concepts et principes pour l'établissement et l'exploitation de l'Expression Fonctionnelle du Besoin et développe leur utilisation dans le cadre particulier d'une démarche d'obtention : le Cahier des Charges Fonctionnel. Il propose, dans une relation Client- Fournisseur ouverte, une démarche pour la recherche d'un optimum entre le besoin exprimé et la fourniture correspondant à sa satisfaction. Il existe la norme NF EN 12973 qui introduit les concepts et principes du Cahier des Charges Fonctionnel (CdCF) en tant que méthodes et outils du Management par la Valeur.
